In power and energy systems, generation-side uncertainty rises, demand-side interactions diversify, and network constraints grow more intricate. Meanwhile, under the near-zero marginal costs of wind and solar power, existing market mechanisms often fail to recover the high system costs of storage, reserves, and other flexibility services; marginal-cost pricing alone is inadequate to incentivize flexibility and capacity investments; flexible resources have limited market access and insufficient revenues; cross-regional resource sharing lacks fair incentives; price signals across electricity, carbon, and green-certificate markets are not yet fully integrated; and emerging actors such as virtual power plants and vehicle-to-grid systems lack unified entry and settlement standards, impeding equitable remuneration. With the intensification of global climate change, the increasing frequency of extreme weather events, including typhoons, blizzards, heatwaves, have imposed more stringent demands on the operation of new power and energy systems. In summary, there is an urgent need to establish a synergistic system integrating optimization scheduling, pricing, and market mechanisms. This special issue will explore multiple dimensions—including dispatch optimization, robust operation-market coupling, mechanism design, electricity pricing, electricity-carbon coordination, AI-enabled decision support, and demand-side flexibility resource aggregation to provide novel research perspectives and theoretical foundations for constructing modern power and energy systems.
新型电力与能源系统出现发电侧随机性增大、负荷侧多元互动、网络约束复杂化等特点。与此同时,当前市场机制在风光等零边际成本下容易出现无法覆盖储能、备用等高昂系统成本的现象;基于边际定价的机制存在不足以激励灵活性与容量投资的风险;灵活资源参与市场程度有限获益不足;跨区资源流动互济无法公平激励;电碳绿证等多市场耦合协调激励信号尚未完全打通;虚拟电厂、V2G等新主体缺统一准入和结算标准,难以公平获利;随着全球气候变化加剧,台风、暴雪、热浪等极端气象事件频发,对电力与能源系统的运行提出了更高要求。综上,迫切需要在优化调度、定价与市场机制之间建立协同体系,本专题将从调度优化、鲁棒运行市场融合、机制设计、电价制定、电-碳协同、 AI决策支持与需求侧灵活性资源聚合等多维度入手,为新型电力与能源系统的构建提供新的研究思路与理论支撑。
